Rule 3

(RULE 3) Do not loot players without permission.

   PK's may loot any other PK corpse within level range, while No-PK's must
have permission to loot another player's corpse. A PK must have permission
to loot any No-PK or any PK out of level range.

PERMISSION is toggled by the NOLOOT command.
